About Us



Elspeth Hilton 
Elspeth attended Pomona College in Claremont, California where she earned her bachelor's degree in Psychology.  She is now pursuing a Masters in Public Administration with a concentration in Environmental and Natural Resource Management. She currently works as the legislative and communications intern at the Washington Wildlife and Recreation Coalition.






Jeremy Keeton
Jeremy attended undergraduate university at Stephen F Austin State University in Nacogdoches, Texas where he studied Computer Information Systems. He is a Returned Peace Corps Volunteer and worked in the field of International Development before enrolling in the University of Washington's Evans School of Public Affairs. He is now pursuing a Masters in Public Administration with a concentration in Environmental and Natural Resource Management.



 Libby Whiting
Libby attended Saint Mary’s College in Notre Dame, Indiana where she earned a degree in Biological Sciences. She grew up in Cottage Grove, Minnesota and worked as a marketing specialist for Keller Williams Premier Realty before returning to Seattle to pursue a Masters of Marine and Environmental Affairs degree from the University of Washington. She is currently completing her thesis field work on “Community Perceptions of Tourism in Bien Unido, Bohol, Philippines.”






Robert Pavia
Dr. Pavia has led projects including responding to human-caused and natural disasters, ecosystem-based management, and marine protected area management. He served as the Deputy Chair of the interagency Joint Analysis Group for Federal response to the Deepwater Horizon spill in the Gulf of Mexico. Additional disaster response work includes the 2009 American Samoa tsunami, the T/V Exxon Valdez spill, and preparedness and response efforts in the Middle East, China, Japan, the United Kingdom, France, and Pacific island areas.
